About the Nomination
Nomination form (DESA-UEW) for Elections of National, Regional and Centre Executives, 2022 is online.
The Nomination form in respect of each candidate, filled entirely by the candidate with at least ten nominators, must be submitted to the Electoral Commission, Distance Education Students’ Association University of Education, Winneba, (DESA-UEW), before the relevant closing date for nominations as published by the Electoral Commission DESA-UEW.
It is recommended that you complete this form (including the names of your nominators, where known), and submit the form to the Electoral Commission. Your form will be automatically send to ec@desauew.com for advance checking. (Early submissions of forms will benefit from early notification of any validation issues encountered: Late submissions can only be checked as time permits.)
Opening of Nomination
In consonance with DESA-UEW Constitution and CI of the EC(2022), the Commission wish to inform all CODeL students of UEW that nominations for Centre, Regional and National for 2022 elections is open.
Please note the date for opening and closing of nominations:
Centre Election
12th April to 16th April,2022
Regional Election
12th April to 20th April,2022.
National Election
12th April to 22nd April,2022.
Eligible aspirants can obtain application forms on the EC official website https://election.desauew.com/nomination form 2022
Aspirants are to download the Coordinator/Administrator endorsement form on the website and upload (PDF) when filling the nomination forms.
Constitutional Instrument 2022 (C.I. 22) (2022/2023 Distance Education Students' Association of UEW General Election)
I.ELIGIBILITY /QUALIFICATION
For a student to be qualified for any position, he or she:
1. Must be a student of CODeL-UEW
2. Must be a full time Bachelor Degree student in the case of National positions and Diploma or Bachelor Degree student for Centre and Regional positions.
3. Must be in level 200 or 300 at the time of picking nomination forms. Post Diploma students who earn their Diploma in CODeL-UEW and are at level 300 are qualified for National positions and may also apply for Regional or Centre positions.
4. Must have a good academic standing; a CGPA of not less than 2.5 at the time of contesting for the election.
5. Must not deferred his or her course at the time of standing for election.
6. Without prejudice to clause three (3) above, a student is qualified to stand and contest an election to any Executive Office provided he or she is not a final year student at the time of contesting.
7. The phrase final year include all students who are in their last year of studies.
8. A person shall NOT qualify to be elected as an Officer if he or she:
a. Has low moral standard
b. Has been found by any Committee of Inquiry to be incompetent to hold any Office and the findings have not been set aside by the Appeal Board.
c. Has been removed from any Student Office.
d. Has been declared or involved in any financial misapplication.
II. FILLING OF NOMINATION
9. All aspirants shall pick and fill the nomination forms with all necessary details from the Electoral Commission for free.
10. All aspirants must submit their filled forms on or before the closing date of nomination.
11. The Commission shall on behalf of all aspirants, write to request from the Deputy Registrar, Academic Affairs Division through the Dean of Student Affairs for their CGPA to be verified.
III.VETTING
The Electoral Commission shall submit the names of nominees and their portfolios to the Vetting Committee for vetting.
12. All National aspirants shall be subjected to vetting by a 5-member Committee.
13. Vetting shall be done in an open environment and shall be video-recorded.
14. All National aspirants including the running mates of candidates contesting for the President shall submit their Curriculum Vitae(CV) to the Vetting Committee five (5) clear days before the first day of vetting through the Commissions’ Secretary.
15. It is an offence for any aspirant to start campaigning openly before being declared qualified by the Vetting Committee. Any aspirant who violates this provision shall automatically be disqualified from contesting any position.
IV. VOTING
16. Voting shall be by secret ballot
17. Voting at the Centre, Regional and National levels shall be by electronic.
18. A person shall be considered as duly elected by simple majority of votes cast.
19. An unopposed candidate shall have fifty percent plus one of the valid votes cast. The Electoral Commission shall reopen nomination in the event of the fifty plus one vote of the valid votes cast not attained.
20. In the event of the same candidate being retained as unopposed for the second time, he or she shall be deemed as duly elected.
21. Only accredited delegates with student ID cards from the Institution shall be allowed to vote. In the case of no ID cards, the said delegate(s) shall be verified by the Academic Affairs.
V. DECLARATION OF ELECTION RESULTS
22. The Electoral Commissioner shall declare the provisional results immediately after the end of the poll. In the event of a delay, the Electoral Commission shall inform Congress of the reasons.
